Systematic theoretical-methodological and conceptual analysis and estimation of the basis for ruling staff administration in the sphere of public service in Ukraine is formulated and substantiated in the dissertation. The thesis uncovers the essence for riling staff administration, objectives, principles, methods and organization structure, criterions and technologies, functions of ruling staff administration in the sphere of public service.It is placed high emphasis on motivation and performance appraisal of ruling staff in the sphere of public service, researching and analysis of the personnel potential at different levels in the sphere of public service in Ukraine. The perspectives as for formation of ruling staff at different levels were pointed out and suggested, domestic and foreign experience of ruling staff administration in the sphere of public service was analyzed. There was developed the Concept for personnel policy in the bodies for executive branch of power, modern requirements as for the heads for bodies of state power and models for forming personnel list for ruling staff in the sphere of public service and professional training system of ruling staff in the sphere of public service.
