Определены предпосылки успешного построения национальной индустрии информационно-коммуникационных технологий. Обосновано, что успешное развитие индустрии информационно-коммуникационных технологий возможно при условии развития информационной инфраструктуры. Сегодня в Украине наблюдается позитивная динамика роста основных показателей ее развития, что определяется также стратегией входа Украины в глобальное информационное пространство, необходимостью обеспечения доступа пользователей к информационным сетям, системам и ресурсам, получением широкого спектра информационных услуг и неотложной необходимостью развития национальной индустрии информационно-коммуникационных технологий.

In the thesis the socio-economic nature of employment is considered, its modern classification is carried out and on this basis the category «employment» in the market economy is defined as an object of state management. The ways of state management in the context of appointed category «employment» are substantiated. The state and the mechanisms of labour-market regulating are appraised and as a result the basic indexes of state and tendencies of its development are elaborated.
The role of state employment department in realization the state policy of employment is analysed, the failing is ascertained and the ways of improvement of mechanism of management by the job placement are offered. The order of improvement of mechanism of management by the job placement of unemployed citizens in the state employment department is offered. Preconditions of successful construction of national industry of informative communication technologies are defined.
