С учетом современных тенденций развития социальной защиты населения Украины, предложена перспективная система моделей социальной политики в сфере фармацевтического обеспечения населения в соответствии с выделенными критериями.
Впервые разработана Концепция приоритетного развития социально-эффективной организации фармацевтического обеспечения населения в Украине, проведена ее структуризация и систематизация по уровням и блокам выделенных проблем.
Доказано, что эффективная деятельность в сфере оборота ЛС невозможна без определения четких норм этического поведения всех субъектов фармацевтического рынка, которые определяются Этическим кодексом фармацевтических работников. Обоснован подход к созданию проекта кодекса, которые можно рассматривать как этический стандарт фармацевтической деятельности с определенным механизмом действия (саморегуляции), функционирование которого обеспечит эффективность положений и принципов профессиональной деятельности.

Methodology of social-effective organization of the pharmaceutical providing of population of Ukraine has been grounded firstly according to the international norms and standards by development of conceptual bases of priority development and creation of the proper models, that take into account national features of the system of health protection and pharmacy.
Principles and methods of organization of the medical providing of population have been generalized and systematized. The directions of transformation of the Ukrainian system of medical aid to the social-effective system of the pharmaceutical providing of population have been defined.
Methodology of design of socio-economic indexes of medicine availability and their consumption by families in Ukraine has been offered, with determination of scientific approaches to the correlation-regressive design of index of Ukrainianmedicine availability, clasterization of consumption of medicines and social justice in distributing of pharmacy establishments.
Conception of priority development of social-effective organization of the pharmaceutical providing of population in Ukraine, and complex of models of the system of reimbursement medicines cost and pharmaceutical help for different groups and categories of sick has been developed.
